According to the survey results, the consent rate for CCTV filming in the operating room varies sharply depending on the willingness of the medical staff. Gyeonggi-do Province stressed the need for institutionalization, saying it is an example of proving that successful results cannot be expected if operating CCTVs in the operating room only on the autonomy of medical staff without mandatory regulations.
According to Gyeonggi-do Province on the 27th, after checking the consent rate of CCTV filming for two private hospitals that supported the installation of CCTV in the operating room last year, CCTV filming was conducted in 80.3% of the total surgery. On the other hand, hospital B, which some medical staff disagreed with, did not have a single CCTV shot.
Specifically, Hospital A started operating CCTVs on November 9 last year. Not only the hospital director but also all medical personnel, including doctors and nurses, agreed to shoot, and 265 of the 330 surgeries conducted until February 21 were filmed under the consent of the patient, recording an 80.3% consent rate.
On the other hand, hospital B, which had the will of the hospital director but some medical staff disagreed with, has been operating CCTV since January 4, but there has been no consent for filming during 263 operations until February 21.
An official from Gyeonggi-do said, "It has been confirmed that it is difficult to successfully install and operate operating CCTVs in the operating room without the continued will of the surgical staff."
As a result, the provincial government plans to ask the National Assembly for continuous cooperation so that a bill that requires the installation of CCTV operating rooms as well as mandatory filming even when requested by patients can be passed.
Meanwhile, a total of 918 surgeries were conducted at the Gyeonggi Provincial Medical Center from January 1 to December 31 last year, of which 565 were filmed with the consent of guardians and medical staff. The consent rate was 62%.
