Gyeonggi Province has issued an administrative order to conduct a 15 day Covid-19 diagnostic test from March 8 to 22 for foreign workers in the province and employers who are hiring them. Illegal foreigners (unregistered migrants) are not subject to any disadvantages such as a moratorium on crackdowns if they undergo diagnostic tests during this period.
Lee Yong-chul, the first vice governor of Gyeonggi Province, held a press conference at the briefing room of the Gyeonggi Provincial Government on the 8th and announced an executive order for diagnostic tests of foreign employers and foreign workers to block the spread of Corona 19.
Deputy Governor Lee said, "In spite of Gyeonggi-do's active efforts, there have been recent confirmed Korona 19 groups in Namyangju and Dongducheon, and this administrative order is aimed at minimizing damage to foreign workers, business owners and provincial residents by quickly blocking the spread of collective infections."
As a result, employers in the province who hire more than one foreign worker must ensure that all foreign workers, including foreigners who are illegally employed at their workplaces, are subject to Covid-19 inspection by March 22.
The number of foreign workers working at about 25,000 foreign employment businesses in the province and 85,000, and the number of illegal foreign workers is expected to increase if they are included.
The inspection can be received at the nearest temporary screening inspection center at the workplace address or where foreign workers reside, and the inspection fee is free of charge. When visiting an inspection center, quarantine rules, such as wearing a mask and complying with social distancing, shall be observed.
In particular, if illegal foreign workers who are reluctant to inspect due to crackdowns actively respond to Covid-19 tests and subsequent quarantine treatments during the administrative order, they will not give any disadvantages, such as suspending immigration and foreign office notices or crackdowns.
The Ministry of Justice said in May last year that it would suspend crackdowns on illegal foreigners during the intensive quarantine period, and if illegal foreigners who hire foreigners undergo Covid-19 checkups to attract cooperation from employers, employers would be given a reduction in the future.
Violations of administrative orders can be fined from 2 million won to 3 million won under the "Act on the Prevention and Management of Infectious Diseases," and quarantine costs for testing, investigation, and treatment can be claimed in case of an infection.
Deputy Governor Lee Yong-chul said, "I know that many employers are suffering from manpower shortages and foreign workers are suffering from livelihood problems due to Corona19. However, we ask for active cooperation to increase the effect of quarantine as it is an inevitable measure to prevent further spread."
