□ The Seoul Metropolitan Government said it has supplied 79,000 eco-friendly boilers for households with high effects of reducing fine dust and reducing greenhouse gases during the fine dust season management system (20.12.~'21.3). The figure is a 208% increase from the previous year's seasonal management system.
○ The target of this season's management system supply is 55,000 units, which has exceeded 144% as of March, and subsidies will be terminated according to the exhaustion of the support budget.
□ As the use of boilers increased in winter, the Seoul Metropolitan Government focused on replacing eco-friendly boilers for more than 10 years installed in homes in urgent need of reducing fine dust and improving thermal efficiency.
○ Eco-friendly boilers have only one-eighth of nitrogen oxides (NOx) and 13% higher thermal efficiency than regular boilers, which has a greater effect of replacing them in winter when there is a lot of time to use domestic boilers.
□ Seoul Metropolitan Government supplied about 320,000 eco-friendly boilers as of March 2015. This saved 640 tons of NOx and 61,000 tons of CO2. It also saved 25.41 million cubic meters of city gas, which is the amount of city gas that about 42,000 households can use for a year.
□ In addition, the Seoul Metropolitan Government plans to replace old boilers in public rental houses managed by SH Corporation with eco-friendly boilers early in accordance with the enforcement of the Air Management Zone Act.
○ It plans to install 169,000 units without subsidies, including 13,000 early replacement of old boilers in public rental houses and 156,000 units (7.5 million new, 810,000 officetels, and houses less than 10 years old) due to new construction.
□ Among 3,230 private daycare centers, the company is also working on a project to support the replacement of 550 old boilers with eco-friendly boilers that are in urgent need of improvement this year.
○ The support method will focus on replacing old boilers among private, family, and cooperative daycare centers applied through a public contest in the autonomous district, and 600,000 won per unit and up to 2 units per daycare center.
□ The Seoul Metropolitan Government said that even after the support project is terminated, one type of eco-friendly boiler should be installed in homes and shopping malls where home boilers are replaced and newly installed under the special law on air environment improvement in the air management area.
○ However, in places where it is exceptionally difficult to install eco-friendly boilers, two types of boilers certified by the Ministry of Environment can be installed without condensate, and existing boilers can be used until replacement.
□ According to the Air Quality Control Area Act, violations of boiler installation for households will be dealt with by law, so it is requested to install boilers in compliance with the provisions of the boiler installation for households.
○ A person who intends to manufacture, supply, or sell domestic boilers in the air management area pursuant to Article 35 of the Special Act on the Improvement of the Air Quality Control Area shall be certified by the Environment Minister to meet the standards prescribed by the Environment Ministry. If they violate the law, they will be sentenced to up to one year in prison or fined up to 10 million won.
○ Failure to implement measures to prohibit or restrict the manufacture, sale, or use of boilers for households prescribed by the Environment Decree may result in a fine of up to 3 million won.
□ "As the supply of eco-friendly boilers is not only energy-saving but also fine dust improvement and greenhouse gas reduction effects, we hope citizens can save heating costs and protect citizens' health from fine dust," said Kim Ho-sung, head of the Seoul Metropolitan Government.
