The implementation plan consists of 23 detailed tasks in five areas: ▲ Strengthening aviation security capabilities through ▲ Improving human infrastructure quality and spreading security culture ▲ Establishing smart security systems and activating security industries ▲ Strengthening global aviation security cooperation and leadership.



The Ministry of Land, Infrastructure and Transport explained that it reflected environmental changes such as domestic and foreign terrorist trends, major security policy conditions, and the Korona 19 pandemic.



As a result, it will introduce a new "package delivery service" at domestic airports first and implement a pilot service from April.



The government will also improve the inconvenience it has had in the process of security screening, including simplifying the security search procedures for bio-medicine such as vaccines.



In addition, to promote the spread of the security culture emphasized by the International Civil Aviation Organization (ICAO), campaigns and workshops will be carried out to enhance security awareness.



In addition, the government will push for a project to upgrade the function of the AI X-ray automatic reading system, which is currently being piloted at Incheon International Airport and Gimpo International Airport.



Non-face-to-face boarding system using biometric information will be expanded and established at airports across the country.



The Ministry of Land, Infrastructure and Transport originally planned to build a system at airports nationwide by 2025, but decided to invest 17 billion won in the Korean version of the New Deal budget by next year to complete the construction early.



In addition, 58 billion won in research and development funds will be invested by 2025 to prepare a blueprint for the efficient establishment of an aviation security system and the deployment of future security search equipment at airports.



In particular, it will launch the development of security search technology using high-tech technologies such as Terahertz in April and also push for the development of search technology that can be searched without taking off shoes.



The implementation plan also includes the expansion of an "illegal drone response system" to prevent air terrorism.



The Ministry of Land, Infrastructure and Transport has decided to push for implementation design and equipment purchase to establish a system at Gimpo Airport and install and pilot radar at Jeju Airport.



In the case of Incheon Airport, which was built in July last year, safety measures for airport facilities with air passengers, including emergency control of aircraft take-off and landing, were implemented through illegal drone detection. In order to respond quickly to terrorism in case of an emergency, anti-terrorism drills such as real-life ones will also be carried out on a regular basis.



In addition, as part of strengthening Korea-U.S. aviation security cooperation, the U.S. Transportation Security Administration (TSA) will continue to discuss security interviews and easing additional searches for passengers bound for the U.S. 



It is also discussing ways to establish a remote search system (CVAS) that can relieve inconvenience for Korean passengers by exempting transfer search for checked baggage arriving at Atlanta airport from Incheon.



In the mid- to long-term, it plans to establish the 3rd Air Security Master Plan (2022-2026) to meet international standards and set future visions and goals in response to new environmental changes.
