Seoul introduces 'mobile electronic notice' on paper bill of water bill, which reached 940,000 won per month
- Check the water bill via text and app and pay immediately...Target to achieve 30% electronic notice subscription rate

□ The Seoul Metropolitan Government manages 2.2 million water meters. Water bills are notified every other month, with the city delivering an average of 105,000 bills per month. Among them, 939,000 paper bills were issued, or 94 percent. On the other hand, there are only 65,000 electronic notices such as e-mail, which is overwhelmingly high in the rate of issuing and delivering paper bills.
□ The Seoul Metropolitan Government announced that it has newly introduced 'Mobile Electronic Notice' that allows users to easily check and pay water bills instead of paper bills through smartphone applications and text messages. It went into full implementation today (3.30).
○ Mobile electronic notification can check customer information, claim amount, unpaid amount, payment deadline, details of charges, period and usage, deposit-only account, consultation window, and precautions.
□ The city plans to drastically reduce the issuance of paper bills by implementing all mobile notices in line with remote checks, expansion of non-face-to-face services, and transition to a digital society. Its goal is to increase the subscription rate of electronic notices, which is only 6% (e-mail method), to 30% by 2023.
□ 'Mobile electronic notice' can be used in two ways: text notification received through personal mobile phone and app notification received through smartphone simple payment app. Text notifications can be received via mobile phone text (MMS) or Kakao Talk notification talk. The app notice is a smartphone simple payment app that allows users to receive bills.
○ Text notice: After receiving an invoice via text message or notification talk, the details of the charge claim can be verified through personal authentication. It is connected to the Seoul Metropolitan Government's mobile tax payment app (STAX) and the Seoul Metropolitan Government's tax payment service (ETAX).
○ App notice: You can check the invoice with the electronic document box in the simple payment app and pay it by the payment method registered in the app.
□ The Seoul Metropolitan Government said it would like to introduce how to convert Jonggoji Station into text and apps and would like citizens to participate actively.
□ If you want to receive a bill by text message, you can apply by phone to the 120 Dasan Call Foundation or the competent waterworks office or by phone at the Arisu Cyber Customer Center (http://i21.seoul.go.kr) website. For mobile apps, you can sign up and log in to the smartphone simple payment app (Payco, Shinhan Paypan, Kakao Pay, Naver) and apply for mobile bills by touching the Seoul Water Supply tab in the electronic document box (Payco) or by touching the water bill in Myvil & Pay (Shinhan Paypan).
○ Among simple payment apps, Payco and Shinhan Paypan will be provided from March 30, and Kakao Pay and Naver can be applied from the second half of this year.
○ If you apply before the 8th of each month, you can receive electronic notification services from the relevant month and if you apply after the 9th, you can receive services from the following month.
□ If you receive a bill by mobile electronic notice, you can get a 1% reduction (at least 200 won to 1,000 won) of the water supply fee. However, if a mobile electronic notice and a paper bill are applied at the same time, the fee will not be reduced.
□ The city plans to guide and promote mobile electronic notices through the promotional column on the top of the front page of the water bill, the city's water supply business headquarters website, SNS, autonomous newsletter, and city-owned by the city. In particular, middle-aged and elderly people who have difficulty applying for mobile devices will be promoted as educational types.
□ The city cited the advantages of expanding mobile electronic notices as 종이 Protecting the environment due to the decrease in paper bills 종이 Reducing administrative costs due to misdelivery and loss of paper bills 언 Quickly and conveniently checking and paying fees anytime, anywhere.
□ Baekho, head of the Seoul Metropolitan Waterworks Division, said, "We have reduced the issuance of hundreds of thousands of paper bills per month to provide affordable and friendly administrative services."
