□ The Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport announced on the 29th (Monday) 16 candidate sites for the "Public Redevelopment" pilot project, which was introduced under the "20.5.6 and 8.4 Measures to Strengthen Housing Supply in the Seoul Metropolitan Area."
○ Last year, the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport selected eight out of 70 places (14 existing areas and 56 new areas) that participated in the joint public redevelopment candidate contest (20.9.21.-11.14). The first place selected is the existing maintenance area, where the project has been stagnant for more than 10 years on average since the designation of the zone due to lack of business feasibility and conflicts among residents. These are places that can speed up housing supply by eliminating factors that hinder the project through public redevelopment.
□ Unlike the existing areas selected as primary candidates, the newly selected candidate sites are those that want to start redevelopment projects. They are mainly large-scale sites with more than 50,000 square meters around the station area and have great potential to supply quality housing that real-time users want. About 20,000 units are expected to be supplied if the project is completed as planned under active public participation and support.
□ Public redevelopment is a project that the public participates in redevelopment projects that have been stagnant for a long time due to lack of business feasibility and conflicts among residents to improve the residential environment and promote housing supply.
○ In areas where public redevelopment is promoted to promote stagnant projects, various public support such as easing urban regulations such as raising the floor space rate (allowing 120% of the legal ceiling), excluding the application of the sale price limit, and simplifying project cost loans and licensing procedures.
○ Residents will contribute to the housing stability of the natives and the housing support class (youth, new marriage, and elderly) by supplying half of the newly constructed housing except for the union members' sales.

□ The selection of the second candidate site went through the same process as the first selection of the first candidate site for the public redevelopment pilot project in January. ○ Prior to the selection of candidate sites, the district recommended 28 out of 56 new districts to the Seoul Metropolitan Government at the end of January, considering whether they met the requirements for designation of maintenance zones such as old age, folding rate, and lake density.

○ Based on data submitted by local governments, the Seoul Metropolitan Government prepared an expected outline plan for public redevelopment and presented it to the "Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government Joint Public Redevelopment Candidate Committee" on the 29th.

① Redevelopment of Jangwi 8 in Seongbuk-gu (116,402㎡, 1,240 owners → 2,387 households)
- Jangwi 8 was designated as a long-standing readjustment promotion zone in 06 and promoted maintenance projects, including the establishment of a union in 10 years, but due to the lack of business feasibility, the designation of the zone was lifted in 2017.
- The project will improve business feasibility by easing urban regulations such as raising the use area in the current two residential areas. When the project is completed, it is expected to improve the transportation environment through large-scale housing supply and road expansion.
② redevelopment of Kumho 23 in Seongdong-gu (30,706㎡, 327 owners → 948 households in public redevelopment)
- Kumho 23 was designated as a 10-year maintenance zone and established a promotion committee in '11, but conflicts continued due to the recession in the market and distrust of the propulsion body. In '13, 50% of residents agreed to dissolve the promotion committee and lift the maintenance zone.
- It will improve business feasibility by easing urban regulations such as raising the use area in the current second-class residential area, and once the project is completed, it will be able to supply high-quality housing to downtown Seoul and the station area.
③ Redevelopment of Singil 1 in Yeongdeungpo-gu (59,379㎡, 552 owners → 1,510 households)
- The designation of the readjustment promotion zone was lifted in 17 years with the consent of residents, but the residential environment was poor at 90% of the total, and the majority of the residents applied for the public redevelopment contest.
- If urban regulations, such as raising the use area, are eased in the current two residential areas, large-scale housing supply and completeness development will be possible in accordance with the Sin-gil readjustment promotion plan.
④ redevelopment of Geoyeo Saemaeul in Songpa-gu (63,995㎡, 691 owners → 1,329 households)
- Geoyeo Saemaeul is a multi-generation dense area that was incorporated into the Geoyeo and Maecheon readjustment promotion zones in 11 years for metropolitan urban readjustment, and has been unable to develop due to its low floor area limit and lack of business feasibility.
- In the future, the government plans to improve its business feasibility by easing urban regulations such as raising the use area, and when the project is completed, the conditions of settlement will be greatly improved by linking the Geoyeo-Macheon Reorganization Promotion District and Wirye New Town.
* Estimated number of households and mitigation of urban regulations can be changed by the Seoul Metropolitan Planning Committee and the Building Committee.
□ SH and LH will hold an on-site briefing session to explain the results of the comprehensive maintenance plan and business feasibility analysis for the residents of the new district in the future, and collect opinions from residents. The autonomous district and SH and LH aim to start establishing a maintenance plan by the end of the year, and it is expected that the designation of the maintenance zone will begin in earnest as early as the end of 22.

○ The first eight candidate sites selected in January are also being carried out with the aim of designating public implementers and establishing maintenance plans within the year.

○ When the revision of the outline is completed, LH and SH will hold a project briefing for residents of candidate sites from April to explain the main contents of the maintenance plan, the expected share, proportional rate, etc. and obtain consent from residents.
□ On the other hand, as it is recognized that the project needs to be carried out even where the review was suspended in this contest, the project will be actively supported through resident briefing sessions and consulting on alternative projects such as the 3080+ maintenance project.
○ In particular, businesses that cannot improve their business to the level of normalization by easing the floor space rate in public redevelopment have low burden of collecting maintenance infrastructure and public rental donations, and will actively encourage the public to promote 3080+ maintenance projects.
□ The Seoul Metropolitan Government, along with the Ministry of Land, Infrastructure and Transport, will also carry out various measures to prevent speculation on candidate sites for public redevelopment, including the designation of land transaction permit zones.
○ The Seoul Metropolitan Government decided to designate the newly selected public redevelopment candidate site (16 places, total 904,000㎡) as a land transaction permit area on 3.30th, a day after the candidate site selection date, as there is a risk of speculative demand inflow.
