The Seoul Metropolitan Government will begin accepting subsidies for hydrogen cars from March 29. The purpose is to reduce fine dust and greenhouse gases in downtown Seoul by popularizing eco-friendly cars along with electric cars.

○ Unlike internal combustion locomotives, hydrogen cars do not emit air pollutants because they do not have an engine, and they also have an air purification function to reduce fine dust in the air.

○ As demand increased due to the expansion of electric and hydrogen cars in the city and the high interest of citizens, the cumulative registered electric and hydrogen cars jumped 56.45 and 178.96 percent year-on-year as of the end of 2020, while diesel cars (1.22 percent) and LPG (4.98 percent).

□ The Seoul Metropolitan Government will invest 29 billion won in the budget for hydrogen car purchase subsidies and will apply for subsidies through the Ministry of Environment's Low Pollution Vehicle Purchase Support System (www.ev.or.kr) from the 29th.

○ The Seoul Metropolitan Government will provide 11 million won for hydrogen car subsidies this year, providing a total of 33.5 million won, including 22.5 million won in state funds.

○ Subject to application are individuals, corporations, organizations, public institutions who have resided in Seoul or registered as a main office since 30 days before the date of receipt of the purchase support application.

○ The method of application is to apply for purchase support only for vehicles that can be shipped within two months after the buyer has signed a purchase contract with the car manufacturer and importer.

□ A total of 877 hydrogen cars will be supplied this year, and the company plans to gradually distribute them in connection with the expansion of charging infrastructure.

○ While the city, district, and city-affiliated public cars will be mandatory to introduce 100% of newly purchased vehicles (carriages) as eco-friendly vehicles starting this year, 14 cars will be distributed to cities and autonomous districts this year.

○ For 863 private supply units, the company plans to gradually distribute them in consideration of the capacity of hydrogen charging stations, with the first 388 units and the second 475 units.

○ As the National Assembly's charging station is scheduled to be expanded around August this year, it is inevitably distributed in the first and second stages to minimize inconvenience for charging hydrogen car drivers.

□ This year, 10% of the subsidies for hydrogen cars will be distributed to those who purchase 5th grade vehicles with hydrogen cars as priority targets to those who are vulnerable (disabled, national merit, independent living beneficiaries), multi-child households, and first-time vehicle buyers.

○ 88 (10% of total 877 units) of the first 388 units will be distributed to the priority target by September, and in the fourth quarter, 600 units of the second batch will be integrated into the priority volume.

□ In addition to the hydrogen car purchase subsidy, various benefits such as tax reduction of up to 6.6 million won, reduction of parking fees and highway tolls in public parking lots, and exemption of congestion fees in Namsan Tunnel are also provided.

○ If you purchase hydrogen cars, you can receive up to 6.6 million won in tax benefits, including 4 million won in individual consumption tax, 1.2 million won in local education tax, and 1.4 million won in acquisition tax.

○ In the case of public parking lots in Seoul, parking fees may be discounted by 50%, highway tolls by 50%, and congestion tolls of Namsan Tunnel 1 and 3 may be exempted.

□ In addition, the government plans to strengthen the qualification conditions and obligations by recovering subsidies during the mandatory operation period (2 years) to prevent fraudulent supply and demand such as false registration.

○ The requirements were strengthened by specifying in the notice that the subsidy will be recovered in case of fraudulent supply and demand such as false registration and failure to comply with the mandatory operation period (2 years).

□ Details on the distribution of hydrogen cars can be found at the Integrated Call Center (☎1661-0970) and the Ministry of Environment's Integrated Nurijip (www.ev.or.kr). In particular, the application for hydrogen charging stations (APP) "High Care" allows you to check the status of hydrogen charging stations not only in Seoul but also across the country, providing real-time information that is convenient for hydrogen car operation.

□ As 37% of ultrafine dust and 19% of greenhouse gas emissions in Seoul are transportation (transportation), the Seoul Metropolitan Government is working to improve air quality and reduce greenhouse gas emissions by expanding electricity and hydrogen.
