Gyeonggi-do will continue to promote the ‘customized comprehensive support service for each apartment life cycle’, which provides comprehensive support from the construction and completion stages of apartment houses, operation management, repair work, and safety inspections this year.
'Gyeonggi-do Municipal Housing Life Cycle Customized Support Service' refers to dividing an apartment house into ▲construction/completion ▲operation/management ▲maintenance and maintenance stages, just as a person's life is divided into infancy, youth, and old age. It is a Gyeonggi-do-type apartment housing management policy that provides timely service.
This year, the provincial government will conduct ▲ quality inspection of apartment houses in the construction/completion stage (191 complexes); Support for maintenance costs (176 complexes) and safety inspections (252 complexes) of old small apartment complexes are carried out.
■Construction/completion stage… MDU quality inspection for safe construction and quality improvement
The Gyeonggi-do Apartment House Quality Inspection Team, which consists of 120 private experts in 10 fields including architecture, construction safety, and firefighting, diagnoses construction quality for safe and durable housing construction and to prevent defects. The quality inspection is carried out four times in total: before and after the completion of the frame construction and before and after the use inspection. The provincial government completed a quality inspection of 184 apartment complexes last year and as a result of conducting a survey on the residents of the complex, 93.5% of the 260 respondents were satisfied.
This year, we plan to conduct quality inspections on 191 new apartment complexes with an emphasis on securing construction safety and resolving inconveniences in daily life such as noise between generations and damage from secondhand smoke. In order to discover and correct problems in advance in the early stages of construction, ‘design advice’ is also promoted during the construction start stage. The ‘Housing Act’ was revised based on the apartment house quality inspection system introduced by the provincial government for the first time in the country in 2007 as a model.

In addition, the ‘Gyeonggi-do Apartment House Management Support Advisory Group’ directly visits the apartment and advises on the overall management including management regulations, business operator selection, labor contract and safety management plan, and induces voluntary participation of residents and reinforcement of autonomous management functions. The provincial government provided management advice for 17 apartment complexes last year, and this year, it will expand management support advice to 20 complexes.

As a result of a policy satisfaction survey for residents of 353 complexes that provided technical support last year, 98% of 379 respondents were satisfied with the outcome. Next, maintenance costs and safety inspections are supported for old apartment houses with less than 150 households, which are in the blind spot of management because there is no specialized management body. The maintenance cost support for aging small apartment complexes is a project to support maintenance costs for public facilities in 622 complexes by investing KRW 18 billion for 4 years (2019-2022). By last year, the third year of implementation, it supported 806 complexes with 36,179 households, exceeding the policy goal by 130%. In a policy satisfaction survey for residents of the beneficiary complex last year, 1,366 residents participated, 89.6% were satisfied. This year, a budget of 5.3 billion won has been secured, and 176 complexes are planned to be supported.
The multi-unit housing safety inspection support project completed safety inspections of 1,997 complexes for 9 years from 2013 to last year targeting small-scale apartment houses. Safety inspections are entrusted to the Homeland Safety Management Agency through the city and county, and 1.8 billion won will be invested this year to conduct safety inspections of 252 small-scale complexes.
